How Preferential Voting Works β€” Step by Step

You vote for up to 3 candidates
Write 1 next to your first choice, 2 next to your second choice, 3 next to your third choice. You do not have to use all three β€” but using all three gives your vote maximum strength.

Counting eliminates candidates one by one
The candidate with the fewest votes is eliminated first. Their ballots move to whichever candidate was marked 2nd on each ballot. This continues until one candidate has more than half the remaining votes.

Your vote is never wasted
Even if your first-choice candidate is eliminated, your vote moves to your second choice. Your voice continues to count through every round of counting.

The 2027 Rigo Strategy
If two strong candidates both sign the Rigo Candidate Covenant and agree to exchange second preferences β€” voters for Candidate A put Candidate B as 2nd, and vice versa β€” then when the lower-placed candidate is eliminated, their votes flow to the other. This mathematically breaks the split-vote pattern that has repeatedly returned the same incumbent.

How to Enroll β€” Step by Step

The enrollment deadline for 2027 has not been officially announced. Do not wait. Enroll now. The Electoral Commission typically closes the roll 4 months before election day.

Find your Ward Recorder
Your Ward Recorder is the government-appointed person responsible for your ward's common roll. They are your first point of contact for enrollment. Check the Ward Recorder Directory tab on this page, or contact the Rigo DDA or PNGEC if you do not know who yours is.

Gather proof of identity
Birth certificate, baptism certificate, or a statutory declaration witnessed by a Village Court Magistrate, Community Leader, or other recognised authority. You do not need a passport or national ID.

Complete the enrollment claim form
Your Ward Recorder provides the enrollment claim form. Complete it accurately. Your ward, LLG, and district must be correct β€” this determines which candidates you vote for.

Follow up to confirm
Ask your Ward Recorder to confirm your name appears on the roll update. Do not assume it was processed. Follow up 4–6 weeks after submitting. If you have a phone, call PNGEC on (675) 327 7441 to verify.

If your Ward Recorder is unresponsive
Contact PNGEC directly. Report the Ward Recorder's inaction on this platform using the Roll Anomaly form. A Ward Recorder who fails to process eligible voters is failing their legal duty β€” and that failure is a reportable matter to PNGEC and potentially to ICAC.

Declared improper and unlawful by the 2013 Commission of Inquiry. Obtained through misrepresentation and fraud. NEC cancelled all SABLs 2014. O'Neill confirmed cancellation 2016. Despite this, Konekaru Holdings filed eviction proceedings in March 2019 using the condemned lease against customary landowners. Status: under legal challenge. This case proves a government-cancelled SABL can still be weaponised. Document your ILG boundaries now.

60–70 SABL Files Stolen from DLPP
Between 60 and 70 SABL case files were stolen from the Department of Lands and Physical Planning. Perpetrators not publicly identified. TANO's Evidence Vault provides a community-held backup that cannot be stolen from a government office.

The covenant is grounded in the standard publicly established by Rigo's own former MP Galeva Kwarara, who served three consecutive terms (1977–1992) and resigned from the Finance Ministry in 1988 rather than participate in conduct he considered improper. The agreement asks no more and no less than what that standard demands.
